The US patent office doesn't require you actually build your invention and demonstrate it works before they give you a patent. They only care if you have a mostly novel method and can pay the filing fee. That's how (((patent trolls))) are able to run their scam. So even if the patent is real, the device might not be.

Weather manipulation has been a thing for so long now that even Chyna has managed to successfully copy the technology. That said, hurricanes can occur naturally too, tho they generally don't do much damage in countries with good construction practices.
