Is it reasonable to assume that criminals that openly violate international laws to traffic and rape children would avoid putting the Presidential seal on a podium or letterhead because the person speaker writing doesn't have president authority?
In other words, we are supposed to believe that the deep state is perfectly fine with child rape, but is too good to commit fraud.
