The ease of access to resources in Africa is precisely the reason why Africans act the way they do. They evolved never needing to plan for the future.
Higher races (Whites, East Asians, etc.) learned to store food, coordinate their agriculture with calendars, organize and specialize society, and therefore develop civilizations.

Yeah, there's something to be said for that. But then again, you are implying that africans would have turned out differently had they been placed anywhere else. Quite the opposite is true; they simply would have died off.
Right, but my view is that an earlier species of human, one that could have evolved into the negroid race if placed in Africa, would evolve into a higher race if placed outside Africa.
personally i think the proto-indo-europeans as in the people who turned in to the indo europeans come from main land africa about 3 million years ago when antartica split off from the main land of africa
the process of evolution would have been slow and long but it would explain why we truely needed to evolve intelligence, because it was never clothing or fire that was going to save us, it was boats capable of sailing the ocean and the intelligence to use them
races didnt evolve indepedantly, pretty much every culture other than subsaharan africa and native austrilians have indo european add mixture which is a result of civilisation pre biblical flood, the flood is mentioned in hundreds of ancient texts from across the globe, its a confirmed fact, civlistion didnt just spring up, we under go periodic catacylisms
