Bread is the foundation of civilization; you can't feed cities on meat and berries. Bread stores well and, if made properly, is close to nutritionally complete.
In this very quote, "bread" doesn't mean "mass produced swill that's engineered to trigger certain taste receptors", it means food, period. That's how foundational it is.
E: I'm going to get a wheat berry grinder and make truly Roman bread.
