New Saint James, a modern example, explains why. Whites in a portion of the city were tired of the black majority on the other side taxing them to death, providing nothing and not representing them. So they re incorporated. It's no ethnistate, but the demographics changed dramatically

The old city can't pay half it's old budget. The police force was gutted. The cleanest, nicest, and crime free areas are no longer balancing out the statistics for the black end.

They sued to keep their white cattle part of the old city. Called them every name you can imagine.
