A 99.9% conviction rate means that either your justice is exceptionally good, or incredibly terrible. Considering how governments have been forever, it's not hard to suspect the latter.

From what I’ve read in the past, the institution is *extremely* coercive and does things labeled torture in other countries to ensure “confessions."
