I'm not in charge. I was just here since the beginning back in the summer of 2015 on reddit. When the devs made the communities, there were default communities and me and a few others started moderating those. As time went on, things would happen and I would agree to help clean up a community, whether that be IP2Always leaking into c/General, or mods of popular communities, like c/Gaming, just leaving.
The success of the communities has very little to do with me. My philosophy is to let the community drive the content, and people seem to like that. But, sometimes people want me to ban more frequently, I suppose?
For example, when Anduril made this post, the user he was complaining about was already banned from c/Gaming, as you can see from the first comment in his screenshot.
But... Whatever lol I'm just trying to help keep c/Gaming focused on gaming. That's all I care about over there.
