Not really. She actually sucks at her job and requires the help of a male predator to be any good at it. It's kind of even handed in how it covers things. And it's clear that when the predator animals stop being polite, they dominate all the other animals. Which I basically viewed as the whites. And the other animals can only live in zootopia because of the whites good graces.
