Eh... jews. They orchestrate it. They do the ideological-political pushing, the funding, the NGOs, they inform them about how to do it, they leverage "educational" institutions and the media jews own to make the native populations compliant. You can blame Whites for playing along, to be the executive force or those who let it happen, that's fair.
But to say "Europeans brought them in" is a little misleading. jews are not European. jews are rootless, cosmopolitan, rats who have been expelled 1030+ times out of 109+ countries over the past 2 millennia.

Ehm, jews are a race that came from the Middle East. They were basically Arabs that intermixed with various other races, including negroes and Whites. But given their high levels of inbreeding, they carry a LOT of genetic diseases, and are physically distinct enough to be identified as something else. Ultimately people (109+ countries) have expelled them for 2 millennia, so clearly they were distinct enough that all sorts of cultures were able to identify them, and they distinguished themselves from all others.
