Their population size has a limit, which is what food systems can provide. They reproduce until they starve. Imagine you shit out 10 niggers, and those who live, live. Those who don't, don't. Whatever is left reproduces, and then the next food-supply check comes. The less food is available (at all times), the lower the surviving niggers, thus they hit population limit.
