Don't fool yourself: he''s building a rail gun.

I've screwed around with similar designs that use a magnetic field to levitate the projectile while it accelerates, to remove all friction other than friction against the air. That design would be fun to try in a vacuum.

it's an idea for a maglev train, for sure ... the tubes are partially vacuumed ... and air pressure helps yoink the train along.
