To be fair, Hezbollah ordered thousands of pagers for its personel. Probably got a very attractive price. Israelis spiked the units with explosives (and probably surveillance). Initial inspection didn't reveal anything. The explosives were likely very well camouflaged in the circuit board. Probably made to look like some components, my guess would be. Hope they post pictures, as many didn't explode (they were offline). Israelis say that they had to "use it or lose it" as there was growing suspicion towards the pagers.

Hezbollah has a very wide civilian infrastructure. It runs hospitals, schools, media, banks, agriculture, construction, etc.

The pagers were distributed to combatants and non-combatants. Many kids, women, and bystanders were killed/injured.

Nevertheless, let's assume the targets were all combatants. Targeting unarmed combatants that are not directly participating in hostilities is, some would argue, a war crime. Lawfare is absurd, because in this world, might makes right.
