Mossad tampered with a shipment of pagers from Hungary to include explosives and altered firmware to detonate at a specific time.
There was no secret code to explode when a message was received.
They had no control of who was going to obtain these pagers.
They had no control of where they were.
Many were in the possession of civilians.
Medical professionals, children, many people who were not even politically active were harmed.
This was simply terrorism.
