You mean enabled druggies? The only reason why most homeless are out on the street in the US is because they are druggies who refuse to get help. One of them actually told me that normal homeless can pretty easily find a shelter to sleep at and social services to get them back into the workforce, but they wont help druggies (probably due to the risk of them spreading drugs to other homeless).
