If a potential golem is immoral and lustful they can trap them in lots of blackmail and eventual get them into more and more criminal sexual acts. In reality it's probably a collection of a few hundred maybe a 1000
 tops controlling all of us. They do it because they probably have 10k golem in major positions all over the world. Create and manage golem and you can extract trillions of dollars and control billions of people.
