E.ON has smart meters everywhere, and the government knows exactly who lives were. A single one line script could look in the housing directory, mark all addresses that has a Mohamed, Hassan, Alibaba or Schlomo living there and trigger the stop signal on the power meter.

District heating is trickier, but they can turn off entire commie block buildings, if there's any White person living there it's a poor leftist anyway.
