I agree that asian women tend to be thinner on average, but I wouldn't say that their features are necessarily neotenous.... they all have small eyes. Big eyes are a youthful feature, not slanted ones that are small. They also tend to have flat broad noses with large cavernous nostrils, which is not child like or youthful. I don't think asians are necessarily neotenous people, I think the fact that they all look so similar makes it difficult to distinguish how they age, similar to how it is difficult to distinguish how aliens age.
