I said a long time ago that the euphemisms would slowly reduce to the point of linguistic building blocks. Soon instead of even saying "person"or "people" the standard will be to give the headline with no non-state subject noun whatsoever; "Police investigate after assault".

The goal of that is so you have to inject your own word in order to make an implication "I bet the person who did that was black"... but the headline never mentioned a person. It sounds dumb, like it wouldnt matter, but we are talking about the state trying to pour cold water on statistical phenomenon at a scale of potentially hundreds of millions of interactions per headline per year. They are operating on a scale where little changes cause ripples, not unlike McDonalds Corporate testing the effects of microscopic menu-design changes against the bottom line of a million highly frequented franchise locations.
