No, their control isn't absolute. It is partial, but enough to nudge the course into a bad direction.

When driving a car and you want it to crash, you don't need full control of the wheel. It is enough to nudge it, so that the driver swings it around trying to avoid crashing the car. It may not work the first several times, but after several attempts it very well might.

It's basically the devil on your shoulders whispering things you shouldn't do, but are tempted to do out of easy and comfort.

It's not "sacrifice everything to let niggers invade your country and rape your women", it's "ah, what can you do? They'll grow out of their behaviors and become like humans eventually. Do nothing, it'll be fine." And this applies to everything, even the finance system.
