Send someone to loiter around the statue and then, from afar, see if they are being surveiled. And have them look for cameras and surveillance.

Then leave. Plan future mission . Have a route for escape. Know where the cameras are and damage them just prior to fixing the statue. Disguise your identity. Use chains or straps if statue must be toppled. Sledge hammers. Cordless hammer drills. No finger prints no tracing the tools to you.

Have lookouts. Perhaps walkie talkies with code words and nothing too suspicious. "The dog is loose". "Merge at right lane ahead.". Ordinary lingo that means something else.

Have rendezvous point.

Take the power back covertly. Be ungovernable. Be too difficult to catch.

It took years and years for them to catch the unibomber. He made some mistakes. Be anonymous.
