The did something similar at the Carnegie Library in Pittsburgh. They removed the statue of the the musician who created Oh! Susanna, Swanee River, Jeanie With The Light Brown Hair, Beautiful Dreamer, and others. Because the statue also had a figure of an unnamed rural freeman black. They spent a boatload of taxpayer money debating about which exaggerated nigger to replace him with but no statue was ever comissioned and the space remains vacant. The Stephen Foster statue is not displayed public elsewhere to this day.
That's a shame. If it's any consolation, there is an entire state park and museum devoted to him in North Florida and lyrics to his song are written across a few bridges that cross the Suwannee.
