This isn't a thing. High court won't get involved unless you allow it to go to court by acknowledging that it's your address and giving them proof you watch TV. People who ignore the goons and throw away the letters don't get hassled. I've never paid it in 25 years owning a home. Used to get letters but not anymore.
How it works is that anyone who buys a TV has the address put on a database, and they start sending letters demanding licence fee (£150 per year roughly). The people who just ignore it eventually get written off while they go after people they feel they can chase to court; elderly people and belligerent types who try to fight it in court.
They need actual proof that you watch TV to take it to court otherwise they have no case. That's why you can ignore the empty threats.
