I figured that was the case already when hearing the term "minister of propaganda". I remember thinking, if you were gonna deceive your own people, why not at least make an effort to pretend you don't. Like with all jewish propaganda, it didn't make any sense.
Then all the pieces came to rest in place, of course a minister of propagandas job would be to combat enemy propaganda. Especially since Germany would have been bombarded by it both from east and west. Radio propaganda.
Heck the history repeats itself today, governments have agencies to combat enemy propaganda, although it seems (((they))) try hard to discredit those too, muddying the waters by having brands who make shitty products sue anyone mentioning that the product is shitty to make it appear as if all counter propaganda or "fact checking" is illegitimate.
Yes there's always a negative connotation attached to the word 'propaganda', but in reality it's anything but. There is all kinds of propaganda: good propaganda, bad propaganda, friendly propaganda, enemy propaganda, stupid propaganda, intelligent propaganda, healthy propaganda, unhealthy propaganda, propaganda aimed at the masses, propaganda aimed at the intellectuals, etc. There is a very good section in Mein Kampf all about propaganda and how best to do it. Goebbels too was also a very keen master of propaganda.
