Even more so than other European countries. After the fell of the USSR, a small group of (((oligarchs))) quickly scoped up everything that used to be state owned. It's gotten so bad that many older Russians says they miss the Soviet union.

Mikhail Gorbachev is the reason for them. Market liberalization under his leadership allowed them to fill a vacuum that didn't exist prior to him being president. The ussr never allowed them to exist in the first place.
