No, not sufficiently. They have suicidal considerations, but do not commit enough. They exist long enough to be a menace to society and recruit children.

Yes, but at some point there *does* come a line from which no returning is possible. I do think many of them could be rehabilitated after 2 years minimum in a hard labor camp, but the ones who do irreparable damage to their bodies I fear are beyond saving.
