Judaism believes that the age of 3 is consent and that having sex with a girl under 3 is fine but doesn't constitute a legal marriage agreement. From their own site see verse 11.

"If a girl is older than three years and one day, she can be consecrated through sexual relations with her father's consent. Should she be below this age, if her father has her consecrated through sexual relations, the marriage bond is not established."

Reminder that this is how they treat their own people and daughters. Goyim are treated more harshly.
