He does but this isn't a defence of individualism but rather an attack against the idea of equality. He believed that brilliant individuals have a duty towards their people.
Its a bit of both, since he's at least acknowledging that individuals have value. But he also states he was opposed to hyper-individualism (which is a based position to take, because its the main reason Americans have done nothing while jews spread communism amongst their institutions)
