It's complimentary because it proves the man has high value by having other suitors, and proves the woman is high value because the high value man choose her.
The reverse doesn't work, though, for several reasons. There's nothing impressive about a woman having many suitors, so it is not to her credit to have options or a history. The man treasures access to sex, so finding out that he couldn't score it from her diminishes him. The man wants more than just investment, he wants the whole thing. Finding out he is only worthy of a subset of her affection is not a compliment.
The properly corresponding compliment for a woman to say to a man would be
>"There were many guys who wanted to marry me, but you were the only one who was good enough. I'm so glad I saved myself for you."
