Hypothetically if somebody filled their yacht with guns and sailed into international waters, and then somebody from the UK met them there in their own yacht and purchased all those guns…would that be illegal?

Maybe if you live on the boat, and the other party stole the weapons but accidentally dropped a bag of money.
