Hypothetically if somebody filled their yacht with guns and sailed into international waters, and then somebody from the UK met them there in their own yacht and purchased all those guns…would that be illegal?

No, but they see you and the other vessel on radar. Then they're waiting for you when you come into port. Will be waiting with questions and munitions.

Did I say they would know specifically what you're doing? No. But I've seen plenty of videos where people's boats break down out in the Florida keys. When they get back to the dock the cops are waiting for them. Point being, just cuz you're an international waters doesn't mean someone's not watching. If you look suspicious to them, they're going to come and ask questions.
