Hypothetically if somebody filled their yacht with guns and sailed into international waters, and then somebody from the UK met them there in their own yacht and purchased all those guns…would that be illegal?

If you sail from the US you would be breaking US export laws.

You would need to be attacked by "pirates" who stole everything you had on board and report it. The blokes would already be breaking the laws in their own country if they possessed the weapons. What's a little piracy added to the list of crimes they'd be wanted for, and you wouldnt need to give any actual descriptions.
Also if I got attacked by pirates in ocean I would be too shocked and traumatised (and maybe even embarrassed if I had guns) to report it straight away, might take me some hours to get my head right and even think about who I can report it to.
