Hypothetically if somebody filled their yacht with guns and sailed into international waters, and then somebody from the UK met them there in their own yacht and purchased all those guns…would that be illegal?

In theory, it's legal but most governments retain the right to "universal jurisdiction" in international waters for certain crimes such as "terrorism". So basically, if a government decided they didn't like you, they could legally arrest you in international waters.

If you're shipping weapons to White people from the UK, the UK government could very well arrest you for helping terrorists.
