I'm assuming he's misquoting St. Paul's "everything to everyone" quote, which even I admit I dont fully understand, but I'm assuming he just meant that actually getting to know a prospective convert and their state in life was more effective for conversion than just shouting the Gospel out in the town square to random strangers.
