I think the sign is in English because this was meant not for the Ethiopian "jew niggers" but rather the "illegal infiltrators niggers" they had in 2014/2015

The Sudanese and Eritrean niggersto be exact, and yes this is almost a decade old image

I'm sure by now they either shipped all the niggers to Europe or used them for cheap labour, if i had to guess probably both.
