When nobody owns a car or any other way to be on the other side of the country in short order, most everyone you know is from the local area. When everyone you meet is from the local area, when one goes on a murder spree it can be more obvious who the culprit is.

Not to mention when a black is looking suspicious or even normal, which was out of place any ways -- zero people were afraid to say "THAT NIGGER LOOKS SUSPICIOUS!"
