An American cop cannot arrest someone on behalf of a foreign country. The UK would have to apply to the US Federal Government to request extradition, which would go through the US courts.

I don't have the details of the specific treaty between US and UK, but it's almost impossible that any country would extradite someone for something that is not a crime in their own country.

Otherwise Iran could request to extradite American thots for not wearing the hijab.
