He wanted to deport the jews, and doing it that way was one feasible, peaceful way. Hitler and National Socialists never wanted to outright exterminate them. As such it was a good idea.
The problem is that the Germans were too gullible to believe the ferocious jew wouldn't bite them in return. They underestimated the heinousness of the jew, because they couldn't imagine a depraved entity to be so vile and honorless.
Not even animals were on that level. Imagine you give food to a cat that is shouting to get food, and then it attacks and bites you. You thought it has rabies? No. It was rabbis.
