Just make it sound like you're reporting an actual rioter. Drag them along as long as you can to waste their time.

Edit: At the end you should say something like "I've changed my mind, I don't want to report it" to drive them crazy and possibly investigate.

No Fun Police

Consume Product is not meanspirited. Being mean for petty reasons is not the Consume Product way. Lead by example, be the change you want to see.
