It was a program made for inner city niggers only but forced on everyone else. They had to be told not to get addicted to crack, not to drink out of the open bottles left by the random stranger fucking their mom, and not to join gangs. In White society if a kid had weed you weren't getting any of it unless he was trying to sell it to you. The image pop culture has of White teenagers partying is a formation of a bunch of kike boomer movie writers reminiscing about their days getting high at Woodstock.
