The testing and training weeds out anyone who would refuse an order, and also anyone with a higher than average IQ.

I think to even apply you have to fill out a long questionnaire that indicates whether or not you're "the right stuff" to beat your own countrymen and brothers into submission.

I think its pretty widely known they deliberately hire the dumbest possible because those types mindlessly follow orders.
