I highly recommend rope.
The best part is you can build more gallows as needed. It just takes a little wood and some rope.
Some systems had the condemned wear their nooses up the gallows, then they'd swing the rope over, tie it down, do the dead, untie it and have someone else loosen the noose for the next condemned person. So the actual time spent on the gallows could be shortened to just a few minutes.
