* turn off the mains water outside
* barricade/bar or chain the doors shut
* light the building on fire
* repeat until all the problems are dead or remove themselves
Could be easier said than done. I doubt it's as easy as popping open a simple hatch on the street like you're turning off the water to your house. It's like saying "cut power to the building". Well there's a few ways to do that but none of them are as easy as just flipping a mains breaker. That'll be located somewhere inside in a utility room that you'd need to look for.
