Could be some Turk or weird mulatto breed who ended up living in Russia after the fall of the USSR or a spic-mutt. Ether way, none of those should count as European, they may live on the edge of the continent, but have contributed nothing to civilization or the creation of America.

Also, the fact that he doesn't know American history tells that he's not "European", everyone knows at least the basics of American history. This happy merchant bozo has probably seen all the "American reacts" videos and thought he could profit from that with fake reactions.

I don't know where he lives but he has an Eastern European/Slav accent. But that could mean anything, given how broad the USSR spread. I mean, a significant portion of the "Russian" and ex-SSR population are all heavily Asiatic. My money is on a Turk.
