I remember seeing them back in Encyclopedia Dramatica back in the late 00's. Though back then it was just seen as a tinfoil-hat 4chan meme.

These goes back to the chain mail era during the early days of the internet. Somewhere in an office cubicle, someone would somehow come across a meme, maybe a printed meme showing happy merchant. He would then scan it in and email all his colleges and so it goes on. First happy merchant were likely hand drawn many many decades ago.
