My guess is that it's taking a jab at libertarian types in the sense that "yes, the free market could solve the problem" but that involves actually taking action (which the second panel is implying). Problems don't magically get solved unless someone takes action to solve them. It's being ironic because a true free market would solve the problem of trans BUT libertarian types likely wouldn't like the solution because they also are against violence but that is the solution and arguably violence a part of a true free market.
