Kol Nidre doesn't give blanket permission for Jews to lie to Gentiles — that popular claim is false. But what is does do is allow the Jews to void their vows, resolutions, and oaths. And by whose authority? Not God's or Moses's, but by Rabbinic tradition, in defiance of both God and Moses.
