Maybe it's a play on the old, "the king is dead, long live the king," succession line. As in, they're saying the old America is dead and it's time to build a new one.
Which misses the entire point of the phrase. "The king is dead, long live the king" is basically the same phrase as "Under new management, same as the old management"
