Hilarious that they choose to put a pic of a White kid on the face of this story when the half who can’t read happen to all be non-whites, and this kid probably has a reading comprehension above his own grade level. Jews and their propaganda, man, always leaving out pertinent facts, or blatantly lying, or using pics to shape narratives that are totally contrary to the reality of the actual story they’re covering in an extremely disingenuous way.
If too many kids fail, the school loses funding because of No Child Left Behind. This creates an incentive to simply not fail students and just keep passing them through the grades even if they don't learn. What kids do learn is that failure has no consequences, so they don't bother trying. The teachers have no authority or power to discipline kids (parents complain and the admin always takes the parent's side), so kids do not respect them.
Is it really a surprise that less than half of kids can pass an English test considering a huge portion of children in America don't speak English as their primary language??
Apparently there is a not insignificant number of White kids who also can't read at grade level, but I think that ironically further underlines the problem. When you mix multiple groups together, they will all bend towards the lowest common denominator. Look up the experiment of the kid who was raised with a chimp as a sibling. They expected the chimp to take on human mannerisms and intelligence, but what actually happened was that the human child started regressing and going feral.
