This is in reference to the guy who stopped an active shooter last week, while CCing a suppressed 5.7 and wearing a cowboy hat. Two weeks ago, he would have been considered a larping gear queer and been mocked for packing subsonic 5.7, but then it suddenly stopped being larp and memes with this phrase started spreading.
