Not necessarily. The government doesn't have to track you for 11 years or longer if they want you gone, unless you're aware of such a thing and are actively in hiding from them (and you're very good at it), or you by chance relocated to somewhere like China or Iran where local authorities are certainly not going to help the US government find you. Chances are, if your guy's name is in the black vault, and he is currently breathing, the government isn't "after him" per se but rather is just keeping tabs on him. At least as of 2015. Might still be keeping tabs on him or maybe not. If the government is actually *after* you, especially if you're not aware and are living life as normal, they will have no trouble with finding you. They can track purchases, internet traffic, CCTV footage, your phone's GPS signal, etc. You will just die one night or end up in a black site to never be seen again.
But, honestly, having a tab on you in and of itself is not a big deal. At this point, there are probably millions of people in america that have a tab on their heads. The government does not have the resources to deal with everyone it deems may be a potential threat (yet), so unless you are actually *doing* something they don't like (as in, revealing novel information that can actually spark a real awakening, or rallying people to a cause, etc), you aren't worth their time. Even then, it's still only really if the typical social media mossaderator ops don't work on you. The government really tries to avoid taking influential (American) people out of this mortal coil because this itself attracts attention to them.

Well the guy did die in 2013 from "falling off a ledge because the fencing was loose", but I am not sure if this was an accident or a targeted attack meant to look like an accident.
Honestly, it almost is a matter of definitions at this point. If "having tabs on someone" includes collection of telecom data (phone, SMS, email, internet traffic) and at the very least putting it into a database for safe keeping, if not running it all through AI to be parsed, then the group of Americans that the US government "has tabs on" is arguably "everyone."
